It is a remake of the 1987 Hindi film Hukumat. The story follows a police officer who discovers that the gangster he is hunting killed his father. The film is set in the fictional town of Shanthi Nagar. It features a central conflict between a corrupt gangster and an honest cop. The film was produced by G. Thyagarajan and V.
